i have the old 5.99 unlimited web plan and i would like to know how to give apps like ucweb and googlemaps access please help

On my phone the software asked once to connect, and that was it.  I should warn you, with the 5.99 plan, be careful with google maps, it is possible to use up your MB's in a couple of hours.

well my data plan is the unlimited plan so i don't have to worry about that but i never did get that message to allow access

It'll only allow signed apps by verisign to access the web, without hacking it using TKExplorer.
